If you don't have a high speed connection, but do have access to the Internet, you most likely have a 'dial-up' connection. With 'dial-up', the following is usually the case:

You will likely hear a dial tone followed by radio noise as the connection is made.

A phone line will either be connected to the PC or to an external modem.

You may not be able to use the phone when you are connected online.
